Scavenging Lanes and Surrender of Scavenging Lanes under

the Public Health and Buildings Ordinance, which properly

belongs to the Land Office; and I propose that in future

this work shall be done by the Land Officer in whose

office are the records which will have to be consulted in

connection with the work. As the Land Officer and his

Assistant are qualified Solicitors and Conveyancers they

are fully competent for the duties.

With regard to the Crown Solicit-

-or's application that he should be paid for Civil Litiga-

-tion (other than that in connection with the collection

of Revenue) according to the usual scale for professional

fees prescribed by the Supreme Court, I am of opinion that

it may be granted; and I may point out in this connection

that in the past the remuneration of the Crown Solicitor

has been inclusive in name only, for on various occasions

in abnormally heavy Civil Litigation the Government has

recognised the enormous sacrifice of time, involving actual

loss of private practice, by paying substantial honoraria

to the Crown Solicitor.

I have, therefore, after careful

consideration arrived at the conclusion that the following

would be a reasonable compromise:-
